Jeswicks petition for
the remission of the present fine and having before them all the papers including the Report (dated 22nd March 1879) of the Police Magistrate, unanimously recommended me not to remit the Fine, on
the
ground
that the overcrowding of those steamers had
been
going
for come months
and that this was not the
past
first
time the came company had been
convicted of
Concurring with the Council,
the same offence.
I caused Mr Keswick to be
informed
that I did not feel justified in remitting the fine.

April 1879 stating that he had given stringent overs to prevent excesive numbers of papengers
from recorting to the Steamers and that the fares had been raised, and praying

reduction in the amount of the
Fines.
This petition having
been duly considered by the Executive Conncil, they
unanimously recommended me
half of the Fines
to remit one
that is $5,355.
